Implementation of the Action Plan: 43 Actions Divided into 9 Priority Areas

UPCité’s action plan for 2025-2030 consists of 43 actions divided into nine priority areas.

To ensure overall coherence, particularly with the institutional project for 2025-2030, most actions have been structured through the prism of existing plans and master plans, including in particular the CoARA action plan, the sustainable development, and social and environmental responsibility (DD&RSE) master plan, the plan for professional equality of women and men, the disability master plan, the student experience master plan, the psychosocial risks prevention plan, the ValoCité university innovation centre (PUI).

At the same time, cross-referencing with the commitments presented in the HRS4R certification application of the IPGP, a component institution of UPCité, was carried out to ensure complementarity between the two action plans.

Each action in the plan is structured in two main phases:

  • Design and experimentation phase. Almost all measures outlined in the action plan will be initiated by the end of 2025 or early 2026. They will be tested for a year or two depending on the complexity of their implementation. For each action, a preliminary progress report will be made shortly before the end of the experimental phase to anticipate problems and to ensure deployment.
  • Deployment phase. Beginning in the third quarter of 2026, all measures described in the action plan will be deployed, taking into account potential adjustments based on feedback from the experimental phase. For each action, specific indicators and a timeline are determined, along with an identified governance team, systematically composed of a vice-presidency and a delegated general management for the specific domain.
